That, effective July 1, 1998 after notice has been given to stakeholders, all certification applications on which there appears to be no contest between the Applicant Union and the Employer be reviewed by a panel of the Board in an in camera meeting. If approved by the panel, an Order may issue without the necessity for the parties appearing before the Board.
